JOB DESCRIPTION:
The Director determines the direction and oversees the day-to-day work of the institution, shapes and controls the budget, ensures an administrative structure is in place for the successful functioning of the institution, hires and dismisses employees in accordance with lawful procedures, plans annual and long-term activities and provides reports on the institution’s results to the Founders as well as other financing institutions from Lithuania and the European Union, represents and acts on behalf of the institution and is responsible for the implementation of the Artistic Programme “Contemporary Capital 2022”, as it has been detailed in “Kaunas – European Capital of Culture 2022” application, development of local and international partnerships.
Conditions of employment: 1 employee, full-time (40 hours per week).

JOB ROLE REQUIREMENTS:

MA or higher university degree.

At least 5 years’ experience of managing a cultural organisation or international culture project(s) with significant international activities in size and/or complexity of activities comparable to ECoC (European Capital of Culture) project.

Knowledge of audience development, community involvement and participatory culture based on research and/or practice.

Knowledge and experience of Lithuanian and European cultural policy in developing and/or working in European cultural institutions’ network.

Knowledge and skills in communication, marketing and culture support processes.

Integrated human resource management skills.

Good communication and writing skills in at least two European Union languages, one of them – Lithuanian.

Knowledge and awareness of local (Kaunas, Lithuania) culture, ensuring the participation of local cultural institutions and individuals in the network.

Good work ethic and organisational skills.

The Director of the institution will be appointed in no later than 40 workdays of the closing date.

ABOUT THE PUBLIC INSTITUTION:
On 6th April 2017 the public institution “Kaunas 2022” was established with the aim of implementing “Kaunas – European Capital of Culture” programme. The application approved by the European Commission and Kaunas City Municipality, as well as the realisation of the application’s contents, is an important criteria of the project’s success.

“KAUNAS 2022” MANAGEMENT STRUCTURE
The Founders Board of the public institution “Kaunas 2022” include Kaunas City Municipality, association “The Tempo Academy of Culture” and Kaunas District Municipality. The Advisory Body – the Council consist of 10 members, representatives from the founding institutions and other project stakeholders (the Government of the Republic of Lithuania) and public sector (independent experts).
The organisation is managed by a Director, who is employed by the Founders Board and reports back to them. Director submits annual activity plans and reports to the Council. Activity plans and reports are approved by the Founders Board. Director manages the day-to-day work of the institution, ensures the necessary administrative structure is in place, hires and dismisses employees in accordance with lawful procedures. During the first year of the project, and if necessary at a later date, Director is also responsible for the implementation of the Artistic Programme, as it is described in the application to the European Commission: skills development, cultural education, partnership network development, major events, community inclusion, communication and marketing strategy in accordance with the project’s vision, mission and values. Director is responsible for local, regional and national representation and image of “Kaunas – European Capital of Culture 2022” project.
Head of Communication and Marketing dep. reports to Director. Director is responsible for Head of Administration, who is responsible for human resources (employment, working time accounts, working conditions, workplace safety) and administration. Director plays a key role in Programme development and implementation in broad partnerships and ensuring smooth financial management of the project approved by both Municipalities and the Government of the Republic of Lithuania, as well as seeking additional funding from private sector and various international funds. Head of Finance is responsible for the preparation and organisation of annual budgets, reports and audits. Support Programme staff will work together with the Director and Communications Manager to attract additional financial support for the individual parts of the programme. They will also be responsible for the preparation and submission of applications to various local, national, EU and international funds.
